Understanding Pennsylvania Public Notice Laws
The Pennsylvania Sunshine Act
The Pennsylvania Sunshine Act (65 Pa.C.S. §701 et seq.) requires government agencies to conduct official business openly and provide advance public notice of meetings and official actions.
It applies to:

The Pennsylvania Newspaper Act (Title 45)
The Pennsylvania Newspaper Act defines what qualifies as a “newspaper of general circulation” for legal advertising purposes.
To qualify under Title 45, a publication must:

- – Publish news of general interest
- – Maintain paying subscribers
- – Be entered as Periodicals matter with the U.S. Postal Service
- – Circulate within the geographic area affected by the notice
Digital-only platforms do not satisfy many statutory publication requirements.
